This chapter discusses the prevention of WMD terrorism. The chapter is organized as follows. Section 17.1 summarizes what is known about terrorists’ ability to make or obtain WMD and identifies chokepoints where prevention strategy can make a difference. Section 17.2 reviews the various international treaties, norms, and programs that have already been implemented to stop the spread of WMD. Section 17.3 asks how future policy initiatives could make existing safeguards even stronger. The chapter concludes that the current patchwork of treaties, programs, and agreements may lead to comprehensive international verification regimes for preventing proliferation. Until then, improved technical methods will be needed to detect noncompliance — a task that will often fall to the developed nations.
