This chapter discusses the impact of boundaries between science and policy and the limitation of scientists’ participation in policy deliberations and their policy narratives. The chapter also highlights the idea that scientists must take actions that may be perceived as political. It analyzes three types of boundary work that provide support and space in this setting for scientists to address policy-relevant questions. The chapter further focuses on the status of science in two federal research programs, the National Acid Precipitation Assessment Program (NAPAP) and the United States Global Change Research Program (USGCRP), which have both been created to study acid rain and climate change.
