This chapter analyses the recruitment procedures of the Environmental Protection Agency and U.S. state governments for firms through the design of voluntary environmental programs, otherwise known as “green clubs.” Club theory is declared important in this aspect due to its analytic lens, and its comparisons between government programs and nongovernmental-sponsored programs. The former has an edge for firms due to their capability of rewarding firms with not just “soft” club benefits but also “harder” club benefits. Cooperation between firms and stronger relationships are also examined in firms that are part of these green clubs. However, the political free pass that government-sponsored green clubs used to give has expired. As a result, the chapter makes suggestions as to how governments can make use of clubs standards to improve their potential and policies.
