(p.3) Is India a Major Power?
Global Powers in the 21st Century

George Perkovich

The MIT Press

This chapter, which examines whether India has the potential to emerge as a major power in the global context, reveals that India lacks the authority to convince other powerful countries of its opinion on various international affairs. India is also unable to represent its perspectives on different issues affecting its growth and development in international forums, but demonstrates certain characteristics of a major power when evaluated on the basis of the Human Development Index (HDI). It is second behind China in terms of the HDI and ahead of the United States on certain counts, despite having a low Gross Domestic Product, and is also able to retain a steady rate of growth despite facing a wide range of economic and political challenges.
